大连构建东北亚开放高地的思路指引与方案供给——基于环渤海五市的比较分析

摘　　要：自贸试验区是对接“一带一路”建设开放合作的关键改革平台与重要开放媒介,其根本宗旨在于以开放型制度平台建设倒逼国内深层次改革和推动新一轮高水平对外开放。辽宁是东北地区唯一的自贸试验区,其主要片区亦其对外开放的“龙头”——大连,地处东北亚经济圈的中心地带,在构建国内与东北亚经济联系枢纽、打造东北亚对外开放高地中具有独特的区位优势、良好的开放条件及先行开放的政策优势。本文基于对天津、青岛、烟台、连云港和大连环渤海五市的经济基础、开放程度等要素禀赋及其与东北亚各国经济联系强度等方面的比较分析,科学判定大连打造东北亚对外开放新高地的可行性,为最大化大连自贸试验区政策先行优势效应、加快推进“大连准自由贸易港”建设、构建国内连接东北亚各国的经济枢纽,提供精准发力的思路指引与方案供给。The Pilot Free Trade Zone is a key reform-platform and open-medium for the cooperation of the“Belt and Road”.Its fundamental purpose is to use the open system platform to force deep domestic reforms and promote a new round of high-level opening up.Liaoning Pilot Free Trade Zone is the only one in northeast region of China.As its main area and the opening“leading”,Dalian is in the center of the Northeast Asia.To build the domestic economic link with Northeast Asia and the opening-up in Northeast Asia,Dalian has a unique location advantage,good open condition and policy advantage.In order to scientifically judge the feasibility and necessity of Dalian to be the leader of opening-up region in Northeast Asia,the paper is based on the comparative analysis of the economic foundation,openness and ot her factors of Tianjin,Qingdao,Yantai,Lianyungang and Dalian that the five major cities in Bohai Area,and their economic linkage with Northeast Asian countries.Also,the paper provides ideas and promotional suggestions to maximize the advantage of policy effect of Dalian Pilot Free Trade Zone,and accelerate the speed of constructing“Dalian quasi-Free Trade Port”,that may be the economic hub in connecting the countries of Northeast Asia.
