摘 要:为了探究租售同权政策对学区房价格的影响,利用2017年1月—2018年12月武汉市二手房挂牌面板数据,采用倾向匹配双重差分模型进行了实证研究。结果显示,截至目前租售同权政策对武汉市学区房价格的效应并不显著,主要原因包括:政策的滞后性、租赁市场的不规范及教育资源的稀缺。最后,基于实证结论提出了相应建议。The policy of the coequality for owners and tenants has not been implemented for a long time in China,so little research has been done so far to link the policy with the housing price in the school district.In order to explore the impact of the policy of the coequality for owners and tenants on the housing price in the school district,this paper uses the panel data of second-hand housing listed in Wuhan from January 2017 to December 2018 to make an empirical study by using the propensity score matching-difference in differences method.The results show that the effect of the policy of the coequality for owners and tenants on the housing price in the school district of Wuhan is not significant up to now.Three reasons are given for this result:the lag of the policy,the nonstandard rental market and the scarcity of educational resources.Finally,three suggestions are put forward based on the empirical conclusions:to speed up the introduction of corresponding auxiliary policies and preferential policies;to strengthen the obligations of the lessor and to protect the rights of the lessee;to develop quality education in multiple ways.
