摘　　要：运用“有为政府+有效市场”理论,解析深圳高新技术产业发展的机制以及政府与市场的互动模式。研究表明,深圳高新技术产业能够得到快速发展,创造“深圳奇迹”,关键因素是深圳政府和企业能够不断寻求当地的比较优势,政府遵守市场规则、制定法规和可行的产业政策,实现比较优势的动态调整,使技术创新保持活力。有为政府和有效市场的结合,形成了深圳高新技术产业不断发展的竞争优势。This article adopts the “Active Government plus Effective Market” framework to analyze the hitechindustries’ developing mechanism as well as the interaction pattern between the government and themarket in Shenzhen. This research shows that there are two significant factors that have boosted the hi-techindustries and the economic miracle of Shenzhen: active local economic actors who have been always ableto find the local comparative advantage;a government that follows the rules of the market, makes reasonablelaws and policies, realizes the dynamic adjustment of comparative advantage, and maintains the vitality oftechnological innovation. The combination of active government &efficient market hasformed a competitiveadvantage that has continuously booststhe development of Shenzhen’s hi-tech industries.
