摘　　要：约瑟夫·奈软实力理论的形成和发展,主要有理论和现实两个方面的背景.在理论方面,约瑟夫·奈在与“美国衰落论”的辩论中提出了软实力的概念;在与“美国凯旋论”的辩论中发展了软实力理论.在现实方面,约瑟夫·奈的软实力理论则是对冷战结束后国际格局变化和全球化、信息革命引发国际关系变革的回应.探讨约瑟夫·奈软实力理论形成发展的背景,有助于理解当今美国政府的系列政策举措意欲何为,也能引发对我国软实力建设问题的思考.The formation and development of Joseph Nye's theory of soft power are mainly reflected in the background of theory and reality.In theory,Joseph Nye put forward the concept of soft power in the debate with American Decline Theory and developed the theory of soft power in the debate with American Triumph Theory.In reality,Joseph Nye's theory of soft power is a response to the change of international pattern after the end of the cold war and the change of international relations caused by globalization and information revolution.Discussing the formation background of Joseph Nye's theory of soft power will help us understand what the American government intends to do in a series of measures,and also trigger our thinking on the construction of soft power.
