农村山区流通环节食品安全形势与治理对策研究——以皖南山区为例

摘　　要：皖南山区地形复杂,人口密度相对较低,乡村交通条件相对落后,区域内乡村食品经营者普遍存在食品卫生与安全意识淡薄、进货渠道把关难、进销货查验流于形式、经营规模小、门店分布零散的现象。乡村食品安全监管和食品安全事件查处困难重重。因此,必须加大山区乡村流通环节食品经营者的教育培训和督查力度,科学利用现代信息技术手段,提高乡村食品安全监管效率和覆盖面,创新食品安全监管模式,切实维护山区乡村食品消费者的权益。The mountainous terrain in the southern Anhui Province is complex,the population density is relatively low,and the rural traffic conditions are relatively backward.The rural food operators in the region have the phenomenon that the food hygiene and safety awareness is weak,the access to the purchase channel is difficult,the inspection of the goods is in the form,the operation scale is small,and the distribution of the stores is scattered.Rural food safety supervision and food safety incidents are difficult to investigate.Therefore,it is necessary to strengthen the education,training and supervision of the food operators in the circulation of the mountainous and rural areas,and make use of the"ticket through"system scientifically to improve the efficiency and coverage of the supervision of rural food safety,to innovate the mode of food safety supervision and to safeguard the rights and interests of food consumers in the rural areas.
