陕西省普通高校本科教学工作审核评估的实践与思考

摘　　要：陕西省在对本省地方属高校开展审核评估的过程中,结合本省高等教育发展的阶段性特征,在评估范围和指标、评估操作规程、评估管理信息系统等方面逐渐形成了具有地方特色的做法。主要包括:组建高水平的评估专家队伍,专家进校考察校领导、学院、部门全覆盖,专家反馈直面学校问题,建立审核评估整改的三环节检查与反馈机制,并将学校整改工作绩效与陕西省"四个一流"建设项目等资源配置机制挂钩。总结陕西省评估实践,各高校普遍存在的一些共性问题与整改建议主要有:学校办学定位的内涵与特色需要进一步明确,人才培养目标的表述需要进一步明晰,人才培养质量标准建设有待进一步加强,师资队伍建设有待进一步强化,专业动态调整和结构优化机制有待完善,状态数据和动态数据有待进一步整合,分类指导与横向比较的需要有待进一步满足等,这些也将成为陕西省本科教学改革和人才培养质量进一步提升的重要抓手。In the process of examining and evaluating Shaanxi universities and colleges,the relevant administrative department has gradually formed approach with local characteristics in terms of evaluation of scope and indicators,operational procedures,and management information systems in combination with the staged characteristics of higher education development in the province.It mainly includes:Setting up a high-level evaluation expert team,experts'entering into the university to inspect the leaders,schools,departments with the full coverage of every sections in the university,experts' feedback to confront the university's problems,establishing a "triple-check" and feedback mechanism for review and evaluation,and the performance of school rectification work and Shaanxi province's "four firstclass" construction projects and other resource allocation mechanisms.With the summarization of the universities' teaching evaluation in Shaanxi,some common problems and rectification suggestions in colleges and universities mainly include:the connotation and characteristics of the university's education orientation need to be further clarified,the formulation of talent training objectives needs to be further clarified,and the quality standard of talent training needs to be further strengthened.The building of the team needs to be further strengthened.The professional dynamic adjustment and structural optimization mechanism needs to be improved.The state data and dynamic data need to be further integrated.The need for classification guidance and horizontal comparison needs to be further satisfied.All those future improvements will also become the objectives of the teaching reform of the undergraduate education and the training quality in Shaanxi Province.
