摘 要:近年来,文化回应性评价成为美国评价领域的一个关注焦点。文化回应性评价要求评价者具有强烈的文化意识,让评价活动体现出文化多样性、文化包容性和文化公平性。文化回应性评价的实施框架将评价活动根据流程分为九个阶段,使文化竞争力作为评价的核心理念贯穿其中。在实施标准上,文化回应性评价对教育评价标准联合委员会制定的《项目评价标准》进行了修订和完善,通过逐条解读和分析使文化因素贯穿其中。美国文化回应性评价的实施框架与标准促进了文化回应性评价理念的实现,具有较强的可行性。Culturally responsive evaluation has become a focus of American evaluation field in recent years.Culturally responsive evaluation requires the evaluators to have a strong sense of culture,and make the evaluation activities reflect cultural diversity,cultural inclusiveness and cultural equity.Culturally responsive evaluation framework divides the evaluation activities into nine stages according to the process and makes the cultural competence as the core idea of the evaluation run through it.In terms of the implementation standards,culturally responsive evaluation revised and improved the"Program Evaluation Standards"formulated by the Joint Committee on Standards for Educational Evaluation,and made cultural factors run through it by interpretation and analysis of each item.The framework and standards of culturally responsive evaluation in America promote the realization of the concept of cultural responsive evaluation and have strong feasibility.
