基于扎根理论的邻避设施PPP项目风险分析

摘　　要：以我国19个邻避设施PPP项目为研究样本,采用扎根理论方法分析邻避设施PPP项目风险。通过数据收集和编码,构建关键风险体系,并对风险间的关联性进行阐释,基于研究结果提出风险防范启示:强化政府契约意识、完善论证评估机制;考虑多元利益诉求,构建动态调整机制;重视公众参与,引入绩效评价机制。This paper takes typical cases of 19 PPP projects of not-in-my-backyard(NIMBY)facility in China in recent years as the research samples.Based on the Grounded theory,constructs the key risk system by collecting and coding data,and analyzes the correlation between risk factors.In addition,proposes some management implications and suggestions for risk prevention including strengthening the government contract awareness and improving performance evaluation mechanism,considering multiple interest claims and constructing a dynamic adjustment mechanism,valuing public participation and indroducing performance evaluation mechanism.
