摘 要:本文借助政策计量分析工具和PMC指数模型建立中小企业科技创新政策的综合评价体系,从时间维度看政策制定呈梯度递增趋势,从支持维度看政策还存在局限性,结合PMC得分和PMC曲面对国家和京津冀的四项科技创新政策进行量化评价。分析结果表明国家和京津冀发布的规划类政策较多,缺乏落地实施;人才激励政策不足,配套措施较少。京津冀发布的政策整体缺乏反馈和监督环节。在此基础上提出京津冀地区中小企业科技创新政策的优化建议,从而为京津冀协同发展提供有效的政策支持。This paper uses the policy measurement analysis tool and the PMC index model to establish a comprehensive evaluation system for SMEs science and technology innovation policies.From the time dimension,the policy formulation shows a gradient increasing trend.From the support dimension,the policy still has limitations,combined with PMC scores and PMC surface pairs.The country and Beijing-Tianjin-Hebei s four science and technology innovation policies are quantitatively evaluated.The analysis results show that the country and Beijing-Tianjin-Hebei have issued more planning policies,lacking implementation;lack of talent incentive policies and fewer supporting measures.The overall policy issued by Beijing-Tianjin-Hebei lacks feedback and supervision.On this basis,the paper puts forward the optimization suggestions for the science and technology innovation policies of small and medium-sized enterprises in the Beijing-Tianjin-Hebei region,and provides effective policy support for the coordinated development of Beijing-Tianjin-Hebei.
