西部地区生态环境补偿机制探析

摘　　要：西部地区是我国生态环境相对良的好区域,在西部大开发背景下,西部发展与生态环境保护间的平衡至关重要。西部地区生态环境建设关系到区域的经济发展,构建完善的生态环境补偿机制是实现西部地区经济与生态效益“双赢”的有效途径。在深入理解生态环境补偿内涵的基础上,分析了我国生态环境补偿推进中的现状和问题,提出了推进区域生态环境补偿的顺利实施、建立健全生态环境补偿机制等来确保我国经济的持续、均衡发展。The ecological environment of the western region of China is relatively good.Under the situation of western development,the balance between western development and ecological environment protection is very important.Constructing the perfect ecological environmental compensation mechanism is an effective way to realize the′win-win′between the economic benefits and ecological benefits in the region.Based on the connotation of ecological environment compensation,this study analyses the current situation and problems in the promotion of ecological environment compensation in China,puts forward the implementation of regional ecological environment compensation,and establishes the ecological environment compensation mechanism to ensure the sustainable and balanced development of China′s economy.
