清末学部编译图书局创设的缘由探析

摘　　要：清末学部编译图书局是继京师大学堂编译处、总理学务处之后创立的官方管理学校教科书的职能机构。综观该机构的产生历程,不难发现其间交织着传统教育向近代教育转型过程中的剧烈纷争,与此同时又伴随着学制课程计划及教科书编译体制的种种探索。清末学部编译图书局的创设是清末教育行政管理体制改革的重要内容,其产生的过程与清末兴学运动对教科书编译及审定的探索紧密联系;而组织建立及功能的发挥则基于对前身同类机构的继承与超越。学部编译图书局创立于1906年,于1912年废止,在仅存的六年时间里为编译、审定教科书作了探索及努力,取得了相当丰厚的工作成效。虽然存留的时间过短,但作为学部附属的专门机构,从编纂旨意、内容、质量及价格方面加以统一管理,一定程度上克服了清末教科书市场的混乱,推进了教育教学程序化实施,其所确立的教科书编审制模式对中国近代化教科书体制具有奠基作用,在中国近代教科书史上无疑具有重要的里程碑式意义。At the end of the Qing Dynasty,after the establishment of the Compilation Office of Jingshi University Hall and the Academic Affairs Office of Prime Ministry,the Academic Compilation and Library Bureau of the Ministry of Education was established as a functional organization for the management of official textbooks in schools.Looking at the history of the institution,it is not difficult to find that there are fierce disputes in the process of the transition from traditional education to modern education.At the same time,it is accompanied by various explorations of the school curriculum plan and the textbook compilation system.Therefore,it is an important part of the reform of the educational administration system in the late Qing Dynasty,whose process of production is closely related to the exploration of textbook compilation and examination by the revitalization movement based on the inheritance and Transcendence of the predecessors.The Academic Compilation and Library Bureau was founded in 1906 and abolished in 1912.During the six years,although the time is too short,it has made great efforts to compile and validate textbooks,and achieved considerable results.As a specialized institution affiliated to the Ministry of Education,it manages textbook compilation in terms of purpose,content,quality and price.To a certain extent,it overcomes the confusion of textbook market in the late Qing Dynasty and promotes the implementation of educational and teaching procedures.The textbook compilation and examination system established by it has laid a foundation for the modern textbook system in China and is regarded as the milestone in the developmental history of Chinese textbooks.
