摘 要:为激活企业一线研发人员创新的潜力与活力,采用MAIR模型对创新动力、专业能力、创新方案和能够利用的资源4个一级指标进行研究,构建了研发人员创新能力评价体系,并提出了提升研发人员创新能力的对策建议,即:形成“报酬靠贡献”的中长期激励制度、优化人才储备、加快发展技术中介平台以及发挥政策的引导性作用,旨在为研发人员的评价与考核提供路径选择。Using the MAIR model,an evaluation system of R&D personnel′s innovation abilities is constructed from 4 first-level indicators,i.e.motivation for innovation,professional competencies,schemes and available resources in an effort to activate the potential and vitality of the innovation of the first-line R&D personnel in enterprises.A research system for R&D personnel innovation ability is built.To improve the innovation ability of R&D personnel,it is suggested to form a medium and long-term incentive system of“calculating salary based on contribution”,optimize the talent pool,and accelerate the development of technology intermediary platforms,exerting the guiding role of policies so as to bring new insight to the evaluation and assessment of R&D personnel.
