全民健身背景下残疾人体育权益保障问题及对策研究

摘　　要：体育权是我国公民不可剥夺的权利,残疾人也应同样享有。为残疾人更好的参与全民健身营造良好锻炼环境,文章以残疾人体育权益保障问题为研究对象,运用文献调研法、逻辑分析法和总结归纳法等研究方法,阐述了体育权益的涵义,并对其存在的法律性、制度性、经济性以及自身观念问题成因进行分析并提出相应对策:通过完善法律援助手段;建立以政府为主导地位,协调各部门关系;加大社会团体的支持以及自身素质的培养,为保障残疾人的体育权益和发展残疾人全民健身事业提供理论意见。The right of physical education is the inalienable right of our citizens,and the disabled should also enjoy the same rights.To provide a good exercise environment for people with disabilities to participate in the national health-building,this paper,taking the issue of the protection of sports rights and interests of the disabled as the research object,uses the research methods such as the literature investigation,the logic analysis method and the summary induction method,and expounds the meaning of the sports rights and interests and the legal nature of the sports rights and interests.The causes of system,economy and their own idea are analyzed and the corresponding countermeasures are put forward:through the improvement of the legal aid means,the establishment of the government as the leading position,the coordination of the relations among the departments,the increase of the support of the social groups and the cultivation of their own quality,in order to guarantee the disabled.The sports rights and interests of the sick people and the development of the cause of national fitness for the disabled provide theoretical advice.
