新时代生态文明视野下雾霾治理政策体系研究——基于政策文本分析

摘　　要：雾霾频发带来的环境问题备受各界关注,雾霾治理任重道远。科学设计和合理构建雾霾治理政策是打赢雾霾污染防治攻坚战和推进国家生态文明建设的重要保障。基于雾霾治理政策发布主体、政策规制主体、政策内容针对性和政策内容具体性四个评估维度构建了政策分析框架,通过对2010—2019年96份雾霾治理政策文本的梳理和分析后发现:国家宏观雾霾治理政策体系逐步搭建并逐步完善;除受雾霾现状及国家战略影响外,政策发文时间和区域分布相对均衡;各层级政策发布主体基本到位,地方政策可适度发展;规制主体日益协同,但居民层面治理政策需进一步加强;通用政策和实体政策较为完备,但专门政策与程序政策应成为后续雾霾治理的关键。The frequent occurrence of haze has brought environmental problems which have attracted the atten tion of people from all walks of life.Haze governance has a long way to go.Scientific design and rational con struction of haze governance policies is an important guarantee for winning the battle of haze pollution preven tion and governance and promoting the construction of national ecological civilization.On the base of four as sessment dimensions:haze governance policy release of subject,object regulation,targeted and specific policy content,though combing and analyzing 96 policy texts of haze governance from 2010 to 2019,it is found that the national macro policy system for haze governance has been gradually built and improved.Except for the in fluence of current situation of haze and national strategy,the policy publication time and regional distribution are relatively balanced.Policies at all levels are basically in place,and local policies can be appropriately de veloped.The object of regulation has increasingly coordinated,however,the governance policy at the level of residents needs to be further strengthened.General policies and substantive policies are relatively impeccable,but the special policies and procedural policies should be the key to the follow-up haze governance.
