摘　　要：财政专项资金在中国高新技术产业发展的过程中,发挥了重要作用,相应的政策机制也在不断完善。然而,中国高新技术产业的高质量发展之路既要承接新技术革命带来的冲击,还要面对国际市场的风云突变,新型财政扶持策略亟待明确。本文在总结财政专项资金支持高新技术产业发展经验的基础上,提炼出这一政策机制与新时期经济发展趋势、国际环境变化的差距及隐患,梳理出在中国高新技术产业实现高质量发展的路径中调整相应财政策略的理论基础和指导方案。对高新技术产业的发展实施财政扶持策略的本质是通过政府干预,辅助市场机制,优化资源在产业间的分配,财政扶持政策始终要以世界市场的存在为前提,以提高高新技术产业的国际竞争力为目标。专项资金不仅是利用规模投资拉动经济增长的重要手段,也是配置资源、调整产业结构、淘汰落后产能、鼓励特定产业发展、促进创新的主要政策措施;而对于新经济模式--平台经济,合理的产业组织政策需要更新对垄断的认识:平台经济的本质就是网络效应的极大发挥,社会资源的统一化不等于垄断。Financial special funds play an important role in the development of China’s high-tech industry,and the corresponding policy mechanism is constantly improving.However,with the world undergoing unprecedentedly profound changes,the high-quality development of China’s high-tech industry should not only take on the impact of the new technological revolution,but also face the sudden changes in the international market.Thus,the new financial support strategies need to be clarified urgently.On the basis of summarizing the experience of special funds in supporting the development of high-tech industries,this paper extracts the gap and the hidden obstacles between this policy mechanism and the economic development trend in the new period,and the change of international environment,and combs out the theoretical basis and the guidance plan of adjusting the corresponding fiscal strategies in the path of achieving high-quality development of China’s high-tech industries.The essence of implementing financial support strategies for the development of high-tech industries is to optimize the distribution of resources among industries through government intervention,assisting market mechanism.Financial support policies always take the existence of the world market as the premise,aiming at improving the international competitiveness of high-tech industries.Special funds are not only an important means of stimulating economic growth by using scale investment,but also the main policy measure of allocating resources,adjusting industrial structure,eliminating backward production capacity,encouraging the development of specific industries and promoting innovation.For the new economic model-platform economy,rational industrial organization policies need to renew the understanding of monopoly:the essence of platform economy is to exert the network effect,and the unification of social resources is not equal to monopoly.
