摘　　要：从韧弹性视角出发,系统梳理了21世纪以来的城市巨灾事件及其影响,分析了城市巨灾风险的极端性、复杂性、非线性和深度不确定性等特征。在此基础上,为城市巨灾风险管理构建了一个综合风险管理框架,探讨了现代城市综合巨灾风险管理中亟需关注的五大关键问题。From the perspective of disaster resilience,this essay reviews on urban catastrophic events and their influences since the 21st century and examines the key characteristics of the urban catastrophic risks including extremity,complexity,non-linearity,and deep uncertainty. On this basis,this esay constructs an integrated framework of urban risk management and addresses the five focus areas in the integrated catastrophic risk management and resilience building of modern cities.
