权力下放与分离主义治理——基于亚齐与菲南的案例分析

摘　　要：关于权力下放对于分离主义治理的效用问题,国际学界存在明显的分歧。较之西方的经验和案例,东南亚国家的相关实践可进一步丰富分离主义治理的理论和路径探索。通过自上而下和自下而上的路径,印尼与菲律宾两国各自在亚齐与菲南的权力下放协调了两地分离情绪得以滋长的经济和认同话语。在效用层面,两地的治理实践在实现地区和平、分离武装的政党化转型方面均有积极的进展,而在国家一体性建设与国家认同协调方面,仍有待进一步加强。There are some fundamental differences in the effectiveness of decentralization and separatism governance within the international academic community. Compared of the experience and cases from the Western countries,the practice of Southeast Asian countries can further enrich the theory and crystallize the path of separatism governance.Through top-down and bottom-up approaches,decentralization of Indonesia and the Philippines in Aceh reconcile the economic and identity discourse that allowed the separatism to grow. In terms of effectiveness,the practice of governance in both places has made positive progress in the field of realization of regional peace and political party transition of the separatist forces,while it still needs to be further improved in national integration construction and national identity reconciliation.
