创新网络活跃能力对产业集群升级影响研究——创新基金和税收减免的调节作用

摘　　要：在集群创新网络中,各节点企业获取创新资源的能力不同,要想提升集群整体创新水平,各节点之间的联结活跃能力发挥重要作用.通过分析创新网络的结构属性及影响关系,提出创新网络活跃能力概念,并建立其概念模型.通过多元回归研究得到创新网络活跃能力对集群升级具有显著的正向影响;税收减免政策在创新网络活跃能力与集群升级之间起着正向调节作用;创新基金在创新网络活跃能力与集群升级之间的调节作用并不显著.结合创新网络活跃能力提升以及创新支持政策的完善,为集群的升级发展提出对策与措施.In the cluster innovation network,each node enterprise has different ability to acquire innovative resources.To improve the overall innovation ability of the cluster,the active capability of connection between each node plays an important role.By analyzing the structure attributes and influence relationships of the innovation network,the paper proposes the concept of the active capability of innovative network and builds its conceptual model.Through the multiple regression analysis method,it is found that the active capability of innovative network has a significantly positive impact on cluster upgrading;tax reduction policy plays a positive role in the relationship between the active capability of innovative network and cluster upgrading;the innovation fund in the relationship between the active capability of innovative network and cluster upgrading is not significant.Combined with the improvement of the active capability of innovative network and the complement of innovation support policies,the paper proposes countermeasures and measures for the upgrading and development of industrial clusters.
