总体国家安全观视域下的“人民安全”：生成逻辑、内涵与保障路径

摘　　要：安全是人的生存和发展的重要条件,是当今社会发展和人的幸福的首要价值性标尺。人民安全是总体国家安全观的重要组成部分,是“以人民为中心”思想在国家安全领域的发展,生成逻辑严密,内容丰富。新时代,人民安全仍面临风险和挑战,同时人民对安全的需求日益增长。必须以习近平新时代中国特色社会主义思想为引领,以“总体国家安全观”为行动指南,统筹国内与海外,以国家安全为保障,以发展民生为基础,以平安中国建设为抓手,以保护海外利益为载体,最大限度保障人民安全,满足人民日益增长的安全需要,为实现人民美好生活需要和推进中华民族伟大复兴提供有力支撑。Security is an important condition for the survival and development of human beings,and it is the primary value criterion for today’s social development and human happiness.People’s security which is the development of“people-centered”thought in the field of national security is an important part of overall national security concept.People’s security has strict generating logic and rich content.In the new era,people’s security still faces risks and challenges,and people’s demand for security is growing.We must take Xi Jinping Thought on socialism with Chinese characteristics in the new era as the leadership,take the“overall national security concept”as the action guide,coordinate domestic and overseas,take national security as the guarantee,take the development of people’s livelihood as the foundation,take the construction of peaceful China as the grasp,take the protection of overseas interests as a carrier,which can maximize the protection of people’s security and meet the growing security needs of the people to provide strong support for realizing the people’s need for a better life and advancing the great rejuvenation of the Chinese nation.
