摘　　要：针对企业应收账款日趋增多,形成流动资产“渐冻症”现状,文章提出推广电子商业汇票货币工具,应用电子商票货币化支付,实现企业应收账款票据化、电票贴现智能化、电票有偿转让交易规范化,并构建票据市场智能化监管体系等建议,以此解决民营企业、小微企业融资难、融资贵问题。To tackle with the increasing accounts receivable and gradually“freezing”liquid assets of corporates,the article proposes to boost the monetary instrument of electronic commercial paper and promote the monetized payment via electronic commercial paper.It also suggests promoting the paper form of accounts receivable,the intelligence of E-bill discounting and the standardization of the e-bill trading,and establishing an intelligent supervision system in the bills market,aiming to solve the financing difficulties and high financing cost for private enterprises and small and micro enterprises.
