“集中整治”何以反复？持续绩效提升与“伊辛巴耶娃现象”——以T市治理“城市小广告”为例

摘　　要：常冠以"专项整治"的"城市小广告"问题是"集中整治"在地方治理灵活性的体现。该模式采用多线动员、条块联动的方式整合资源,发挥了"集中力量办大事"的制度优势,对政府科层制具有激发组织适应性和创新活力的作用。但在实践中,一些"集中整治"未能产生预期效果,反反复复,屡禁不止。剖析曾在全国领先的T市治理"城市牛皮癣"的全过程,可以发现"集中整治"最终异化为"常态治理"源于对持续绩效提升的追逐,并由此衍生出"伊辛巴耶娃"现象。为实现"集中整治"应有的效能,需在制度化、法治化的框架下,避免其运用的泛化,推动地方政府的"集中整治"从简单的科层聚集和封闭的运行转向多主体参与,真正实现部门联动、群策群力。The special rectification of "small advertisements problem in cities",often labeled as "centralized remediation",embodies the flexibility of local governance. The so-called centralized remediation can integrate resources through multi-lined mobilization and joint-sector linkage to exert the institutional advantage of centralizing all forces to do major events,so as to stimulate the organization adaptability and innovative vitality of hierarchical system. But in reality,some centralized remediations did not produce the expected effect,hence the problems repeatedly appeared. Through the analysis of holistic process of "small advertisements" remediation in T City,this paper points out that the driving force of "centralized remediation" gradually changing into one kind of "regular governance" is the pursuit for continuous performance improvement,which leads to the phenomenon of "Isinbayeva". Therefore,to achieve the due efficiency of "centralized remediation",we need to follow the institutional and legal framework to promote such governance practice from simply bureaucratic aggregation and relatively closed policy process to the module of multiagent participation. The aim is to achieve a real sense of sectoral linkage and collective wisdom.
