摘  要:教育“放管服”改革展现了政府简政放权的决心,是政府进一步转变职能的体现,也是全面深化教育体制改革的重要举措。职业教育在推进“放管服”改革进程中,要厘清“放管服”改革与职业教育的关系,这是推进职业院校“双高”建设的关键。“放管服”改革背景下职业院校的“双高”建设中,需要明确职业院校“放管服”改革的方向,以需求和服务为导向,通过完善职业院校内部治理,构建专业动态设置机制,改善用人体制,改革职称评审方式,健全薪酬分配制度,营造良好的科研环境,开放办学,服务国家“一带一路”倡议,以此来推动职业院校的“双高”建设。The reforms to“streamline administration”of education demonstrates the determination of the government to decentralize power,is the embodiment of the government's further transformation of functions,and is also an important measure to comprehensively deepen the reform of the education system.In the process of promoting the reforms to“streamline administration”,vocational education should clarify the relationship between reforms to“streamline administration”and vocational education,which is the key to promoting the construction of quality vocational colleges.In the construction of high-quality vocational colleges under the background of reforms to“streamline administration”it is necessary to clarify the direction of the reforms to“streamline administration”of vocational colleges,and to improve the internal governance of vocational colleges and to build a professional dynamic setting mechanism.Improve the employment system,reform the title evaluation method,improve the salary distribution system,create a good research environment,open schools,and serve the national“Belt and Road”initiative to promote the construction of quality vocational colleges.
