摘  要:公务员考核创新是政府治理能力现代化的内在诉求,应重视激励功能的发挥,但考核有效性不足,制约着激励功能的发挥。e-HR的应用为公务员考核创新和有效性提升提供了数据、工具和能力支撑。从公务员的激励特点来看,除考核结果的应用外,公务员考核的其他制度要素也在不同的激励环节中发挥重要作用。公务员考核应基于技术应用和激励导向的双重逻辑,从明确考核功能定位和价值导向等七个方面入手,进行系统性革新。As the internal demand of the modernization of government governance ability,civil servant assessment innovation should pay more attention to the exertion of the incentive function,which is restricted by the effectiveness of the assessment.The application of e-HR provides supports for civil servant’s assessment innovation and effectiveness improvement in data,tools and capacity.From the perspective of the incentive characteristics of civil servants,in addition to the application of assessment results,other system elements of civil servants assessment also play an important role in different incentive segments.The assessment of civil servants should be based on the dual logic of technology application and incentive orientation,and carry out systematic innovation from the seven aspects of clear assessment function orientation and value orientation.
