摘　　要：20世纪90年代以来,作为对社会转型变迁背景下地域社会变动的研究和命题概括,权威媒体、政界和学界循着"现象逻辑"对东北地域发展所面临的困境展开了持续性的跟踪研究和政策干预,先后提出了"东北现象"、"新东北现象"、经济新常态背景下"新东北现象"等命题,较为深刻地揭示出30年间东北地域经济、社会变迁的特点及问题实质,描绘出东北现象的发生及其"问题化"的过程。当然,面对复杂的地域发展困境,某些观点也出现了一定的认识偏差。在思考"东北现象"生成机理,探寻东北地域振兴之道的过程中,我们应清醒地意识到东北振兴的目标不是恢复如计划经济时期那样的经济中心地位,而是将东北的发展置于国家发展的战略高度,并嵌入国家改革开放的大系统中,在改革、创新、调整的基础之上,使东北老工业基地焕发出新的活力,形成别具特色的发展模式。Since the 1990s,as propositional summaries of the studies of regional social changes in the context of social transformation in northeast China,the authoritative media and the political and academic circles have followed the"phenomenological logic"to carry out continuous tracking research and policy interventions with regard to the dilemma of the regional development of the northeast China and have successively put forward such propositions as"the northeast phenomenon,""the new northeast phenomenon,"and"the new northeast phenomenon"against the background of the economic new normal. These propositions profoundly reveal the characteristics and problems of the regional economic and social changes in northeast China during the past 30 years.They also explain the occurrence of the northeast phenomenon and how it becomes an issue. However,in dealing with such a complicated issue,some views have gone astray. In exploring the generative mechanism of the"northeast phenomenon"and the road to regional revitalization,we should be aware that the goal of the revival of northeast China is not to restore its status as the economic center in the planned economy,but to put it on a par with the strategic height of national development and incorporate it in the larger system of national reform and opening up. On the basis of reform,innovation and adjustment,the old industrial bases in northeast China will be revitalized to become a distinctive development model.
