乡村振兴背景下农村空间变迁及乡村治理变革

摘　　要：乡村振兴强调乡村治理的"治理有效"。传统乡村治理具有简约治理特征,中华人民共和国成立后,国家政权对乡村控制不断加强,但随着家庭联产承包责任制实施和农业税减免,乡村治理显现悬浮化特征。改革开放后城镇化进程加速,导致农村空间快速变迁,呈现出空间重组和空间改造的两种不同程度空间变迁方式,形成空间形态差异化的乡村治理。基于空间社会学理论,建构"空间形态-权力结构-联结关系"分析框架,空间重组的治理主体权威重新型塑,治理联结关系通过公共空间再造得以深化;空间改造的治理主体权力不断规范,网络空间的运用加强了治理联结关系。农村空间变迁促使因地制宜建立微治理机制,强化网格化管理,吸纳村庄精英参与治理,实现乡村治理体系和治理能力现代化。Rural revitalization requires "efficiency" of rural governance. Traditional rural governance has the characteristics of simple governance. Since the founding of the People’s Republic of China, the state power has continuously strengthened its control over rural areas. After the reform and opening-up in China, the acceleration of the urbanization process leads to the rapid change of rural space, presenting two different modes of spatial change in spatial reconstruction and spatial transformation, and forming the rural governance with differentiated spatial forms. Based on the theory of spatial sociology, an analytical framework of "spatial morphology-power structure-linking relation" is constructed. The power of the major participants in spatial governance is constantly standardized, and the application of cyberspace strengthens the connection of governance. The change of rural space promotes the establishment of micro-governance mechanism according to local conditions, strengthening community grid management, absorbing the participation of village elites in governance, and realizing the modernization of the rural governance system and governance capability.
