英国大学治理现代化和教育中介组织的变迁

摘　　要：在英国大学的发展史上,大学对自治的追求和政府对大学干预的加强形成了矛盾。在这种情况下,教育中介组织应运而生,成为连接大学和政府的纽带。从大学拨款委员会、大学基金委员会、高等教育基金委员会到学生事务办公室,这些教育中介组织的更替反映了大学、政府和市场三者关系的演变过程,学术权威的影响逐渐弱化,而政府和市场的作用得到加强。这些教育中介组织都具有不同程度的独立性和专业性,有效地实现了大学自治和政府干预的平衡。In the history of development of British universities, the university’s pursuit for autonomy and the reinforcement of government intervention constituted a pair of contradictions. Under the circumstance,the education intermediary organizations emerged accordingly, which became the connecting bond between universities and government. From UGC, UFC, HEFC to OfS, their replacement reflected the changes of relationship among the university, government and market, the influence of authority weakened, the effect of government and market reinforced. All these organizations possessed varying degrees of independence and professionalism, and effectively achieve the balance between university autonomy and government intervention.
