新型产业技术研究院建设路径与发展策略:一个案例研究

摘　　要：在我国科技体制不断创新的背景下,新型产业技术研究院数量不断增加,但建设质量却参差不齐。文章以成都都市现代农业产业技术研究院为例,对其成功经验进行系统梳理,概括出“两力”与“三度”特点,即释放学科辐射力、激发話牌效应力、校准市场对接度、优化平台智能度、深化校地融合度,全面总结了其在体制机制突破、新发展理念落地、创新要素聚合方面的经验,并从强化商业逻辑、优化政策机制、科学规划设计、聚焦优质项目四方面提出新型产业技术研究院建设思路,以期能为同类新型产业技术研究院发展提供可借鉴的样板。With the reforming of scientific and technological innovation system in our country,lots of new industrial technology research institutes appear,but their construction levels vary irregularly.Taking Chengdu Urban Modern Agriculture Industrial Technology Research Institute as an example,this paper gives an objective analysis of operational measures and summarizes five characteristics:releasing divscipline ability,stimulating brand effect,matching market demand accurately,making the platform more intelligent and achieving an optimal combination of universities and government,and summarizes successful experience on institutional mechanism breakthrough,new development ideas landing and innovative element aggregation,and gives some constructing ways such as strengthening business logic,optimizing policy mechanism,planning and designing scientifically and focusing on the promising projects for new industrial technology research institutes,which may be a helpful reference for the development of same type new industrial technology research institutes.
