摘  要:医学院校需要足量经费支持以维持运营并促进发展,对于筹资的依赖性很强。虽然我国医学院校的多元化筹资模式已初步形成、生均拨款定额标准不断提高,但是存在筹资渠道狭窄、资金来源较单一、学费标准有待细化、捐赠收入低等问题,同时对于地方和民办医学院的财政支持也有待加强。为解决上述问题,我国需要适度提高财政投入强度、进一步优化转移支付方式以加强卫生人力短缺地区的医学院校建设,加强成本测算并完善医学类专业收费标准,建立健全法律法规与制度以鼓励和引导社会与个人捐赠,并且不断拓宽筹资渠道以扩大教育经费来源。Medical universities and colleges needed adequate funding to maintain financial viability and promote development,relying heavily on financing.Although China’s medical universities and colleges were offered multiple sources of funding and continuously increased standards of financial subsidies,there still existed several financing issues,including narrow financing channels,simplified source of funding,crude standards for tuitions,few donation revenues,and inadequate financial supports for local and private institutions.To address these issues,China should appropriately increase financial supports for medical universities and colleges,make better use of financial transfers to promote the construction of medical universities and colleges in shortage areas of human resources of health,enhance studies on the estimation of medical education costs and improve tuition standards for medical programs,issue laws or regulations to encourage donations from the society and individuals,and continuous expand financing channels to broaden the source of education funding.
