国家自然科学基金化学学科的绩效评价——浙江安徽两省的文献计量学分析

摘　　要：获得国家自然科学基金(NSFC)资助已成为衡量各高校基础研究水平的一项重要指标。随着中央建设“双一流”大学的提出,各个高校均在启动十三五规划开展一流学科建设,ESI指标已成为极其重要的评价依据。浙江省和安徽省投入了大量的资金开展“双一流”建设。通过比较分析,以期对两省化学一流学科的建设起到一定的借鉴作用。采取文献计量学方法,利用Web of Science平台和InCites引文分析工具,从浙江和安徽两省高校中选取化学学科进入ESI前1%且被引频次分别在各自省份中排名前4位的高校,对比分析了两省化学学科的整体情况以及两省各指标的均值、年度变化趋势、基金论文发表的期刊情况。浙江省的基金论文总数和被引频次领先安徽省,国际合作以及校企合作的力度强于安徽省,而安徽省高水平文献相对突出。两省高校排名前10的期刊大部分来自美国,浙江省的期刊影响因子跨度较安徽省大,影响因子的均值也显著高于安徽省。Supported by National Natural Science Foundation of China(NSFC)has become an important indicator of the basic research in all universities.With the“double first-class”university proposed by the central government,all colleges and universities are launching the 13th Five-Year Plan to carry out the first-class discipline construction.The ESI index has become an extremely important evaluation basis.Zhejiang Province and Anhui Province invested a lot of money to carry out the construction of“double first-class”.The comparative analysis is reference for the improvement of chemistry in both provinces.This paper adopts the method of bibliometrics,using web of science and in Cites databases to select universities in Zhejiang Province and Anhui Province which enter the top 1%of ESI and rank top four in their respective provinces.Comparative analysis is also made of the overall situation of the two provinces in chemistry discipline as well as the average value of each indicator in two provinces,the annual trend of change,the periodicals published in fund theses.Zhejiang Province leads Anhui Province in the total number of papers and citations,and is also stronger in international cooperation and school-enterprise cooperation,while Anhui Province is relatively prominent in high level of literature.Most of the top ten journals of two provinces both belong to United States,while Zhejiang province has a larger span in impact factor(IF),and the mean of IF is also significantly higher than Anhui Province.
