摘　　要：目的探索医疗机构应对突发公共卫生事件能力的评估策略。方法运用扎根理论方法,构建综合评估指标体系。设计医疗机构应急能力现状调查问卷,运用所得数据,采用因子分析法建立医疗机构应急能力综合评价模型。结果构建包含11个一级指标、30个二级指标的医疗机构应急能力综合评估体系并设计调查问卷。对天津市89家二级及以上医疗机构进行普查,问卷回收率与有效率均为100%,通过因子分析最终将11个评估指标精化为4个公因子,分别为基础准备因子、临床治疗因子、应急意识因子、院前急救因子。结论形成了一种评估策略,经验证,该评估策略具有较好的区分度,可判断医院的应急能力与实际能力是否相符,并为评估医疗机构应急能力提供参考。Objective To explore an evaluation strategy for emergency response capability of public health emergencies in medical institutions.Methods The grounded theory method was used to construct a comprehensive evaluation index system,and a questionnaire was designed for investigation of the current situation of emergency response capability of medical institutions,followed by using factor analysis on the collected data to establish a comprehensive evaluation model for emergency response capability of medical institutions.Results The comprehensive evaluation system for emergency response capacity of medical institutions included 11 first-level indicators and 30 second-level indicators.The questionnaire survey was conducted among 89 second-level and above medical institutions in Tianjin.The questionnaire recovery rate and efficiency were 100%.Through factor analysis,11 evaluation indicators were finally refined into four common factors represented basic preparation factors,represented basic preparation factors,clinical treatment factor score,emergency awareness factor,and pre-hospital first aid factor respectively.Conclusion An evaluation strategy was formed.It had been verified that the evaluation strategy had a good discrimination and can accurately evaluate the emergency response capability of medical institutions.
