摘　　要：基于对专业知识的强烈需求,公共决策越来越需要熟悉科技发展趋势、懂得科技运行规律的科学家提供专家咨询,科学家和科技智库得以广泛而深入地介入决策过程。在系统梳理国内外关于科学与政治的关系、科学家和科技智库在公共决策中的角色与作用、科学家和科技智库开展决策咨询的制度和程序研究的基础上,提出推动科学家及科技智库有效开展决策咨询工作的建议:保持科学家及科技智库的独立性以提升决策咨询质量,增加科学家及科技智库与公众的互动以提升决策咨询水平,完善科技智库运行管理机制以提升决策咨询能力。Under the background of the strong demand for professional knowledge, public decision-making requires more and more expert advice from scientists who are familiar with the trends and know the laws of science and technology, so that scientists and think tanks can intervene in the decision-making process extensively and deeply. Based on the systematic combing of researches at home and abroad, including the relationship between science and politics, the role and function of scientists and science and technology think tanks in policy making, the institutional and procedural arrangements of scientists and science and technology think tanks in decision consultancy, this paper puts forward some suggestions for promoting scientists and science and technology think tanks to carry out decisionmaking consultation effectively, which including that it is important to keep scientists and think tanks independent to improve the quality of decision-making consulting, expand the interaction of scientists and think tanks with the public to elevate the level of decision-making consulting, and perfect the operating and management mechanism of science and technology think tanks to enhance the ability of decision-making consulting.
