Towards Global International Relations:Reflections on International Relations in the Past 100 Years

摘　　要：国际关系学科的发展与国际关系实践密切相关。考察国际关系学科的发展轨迹可以发现,它经历了一个从最初极端的核心—外围结构发展到核心与外围缓慢而稳定地融合,再迈向全球国际关系的过程。我们可以从五个阶段分析国际关系学科与国际关系现实之间的联系:19世纪和第一次世界大战(1815—1919)、两次世界大战之交和第二次世界大战(1919—1945)、冷战和去殖民化时期(1945—1989)、后冷战时期(1990年至今)、未来几十年。未来几十年将是以西方为中心的全球国际社会时代的延续,同时朝着深度多元主义的全球国际社会发展,在深度多元主义的国际社会里,财富、权力和文化权威将更加均衡且全球化地分配。这一转变也将决定国际关系学科的未来,推动它从以欧洲为中心的传统国际关系学向更具包容性的全球国际关系学发展。The development of the international relations discipline is closely related to its practice.Investigating the development trajectory of the international relations discipline in the past century,we can find that it has experienced a process moving from the initial extreme core-peripheral structure to the slow and stable integration of the core and the periphery,and then to global international relations.We can analyze the connection between the discipline and the reality of international relations from five stages:the 19th century and the First World War(1815-1919);between the two world wars and the Second World War(1919-1945);the Cold War and the period of decolonization(1945-1989);and the post-Cold War period(1990-now)and the next few decades.In the coming decades,the era of global international society centered on the West will be continued,and at the same time,global society will move toward deep pluralism.In a deeply pluralistic international society,wealth,power,and cultural authority will be distributed more evenly and globally.This transformation will also determine the future of the international relations discipline and promote its development from European-centered traditional international relations to more inclusive global international relations.
