政策视角下我国地方高校发展阶段与办学特征探微——基于宜春学院编年史

摘　　要：通过对宜春学院发展历程的个案探讨,我们认为从指令计划时期到指标计划时期,我国高等教育政策是影响地方高校发展的决定性因素。由指令计划、接受任务型办学向指标计划、自我发展型办学的政策转向,使得地方高校在办学定位、人才培养等方面出现较长时间的迟滞,难以快速找到自身的发展坐标。地方高校的科研成果难以转化并推动地方产业的发展,地方高校与地方经济社会发展还有不融洽的地方。Through a case study of the development of Yichun University,we believe that China’s higher education policy is a decisive factor influences the development of local universities from the directive planning period to the target planning period.The policy shift from instruction plan and task-accepting school running to indicator plan and self-development school running makes local colleges and universities lag behind in school running positioning and personnel training for a long time,which makes it difficult to quickly find their own development coordinates.The scientific research achievements of local universities are difficult to transform and promote the development of local industry and there is still a gap between local universities and local economic and social development.
