合法性视角下中小民营企业发展面临的挑战与应对策略

摘　　要：中小民营企业由于政治、市场和社会等合法性不足,比国有企业更易遭受发展难题。政府应营造公平有序的竞争环境和探索有效的新型政商关系路径,扫除政治合法性障碍;搭建投融资双方沟通的平台,通过平台网络实现资源拼凑,破除融资市场合法性障碍;打造和宣传优秀民营企业家样板,提升民营企业家的获得感、幸福感和安全感,清除社会合法性障碍。To solve the difficult and expensive issue of financing for small and medium-sized private enterprises, we must take the lead in clarifying the causes of financing dilemma. Different from the previous perspective of investors and financiers, this study is based on the perspective of organizational legitimacy. Because of the lack of legitimacy in politics, market and society, small and medium-sized private enterprises are more vulnerable to development problems than state-owned enterprises. To this end, the government should do three things: firstly, it should create a fair and orderly competitive environment and explore an effective way to establish a new type of political and business relationship, aiming at breaking down the obstacles to the political legitimacy;Secondly, it should build a platform for communication between debtors and creditors, through the network of platform to scrape together resources, which can break down the obstacles to market legitimacy. Thirdly, it should focus on creating and publicizing models of private entrepreneurs to enhance the sense of gain, happiness and security of private entrepreneurs, which can break down the barriers to social legitimacy.
