我国应急管理中政府整合沟通研究——基于结构功能主义视角

摘　　要：近年来,传统与非传统的因素导致危机事件频发,在信息技术和网络服务快速发展的基础上,在政府组织和职能变革、内外部关系转变的要求下,政府的沟通能力成为应急管理中最大的挑战之一。结构功能主义提供了一个新的范式,暴露出政府等各主体之间认知和沟通能力的巨大差异以及政府沟通结构能否通过自我调节来实现四个重要功能的问题。但结构功能主义只是一个探索框架,整合沟通体系中可能还有其他变量需要考虑,在实践过程中也有必要做针对性地补充和加强。In recent years,the traditional and non-traditional factors have led to the frequent occurrence of crisis events.On the basis of the rapid development of information technology and network services,the government’s communication ability has become one of the biggest challenges in emergency management under the demands of the transformation of government organization and function and the transformation of internal and external relations.Structuralism provides a new paradigm,revealing the huge differences in cognitive and communication abilities between the government and other subjects,as well as how the government communication structure adjusts itself to realize four important functions.However,structuralism is only an exploratory framework.There may be other variables in the integrated communication system that need to be considered,and it is necessary to supplement and strengthen them in practice.
