摘　　要：民族地区和深度贫困地区高度耦合,是脱贫攻坚"短板中的短板"。针对民族地区贫困人口精神贫困和素质贫困凸显的特征,统筹推进脱贫攻坚与乡村振兴衔接应更加注重培育贫困人口内生动力和提高贫困人口素质,将脱贫攻坚同扶志、扶智结合起来。扶贫先扶志,针对民族地区部分贫困群众缺乏脱贫志气的问题,需在找准原因的基础上,因地制宜,培育内生动力;扶贫必扶智,针对民族地区贫困人口能力不足的问题,需从教育扶贫等方面采取有针对性的措施,阻断贫困代际传递。只有激发贫困群众脱贫致富的内在活力,提高贫困群众自我发展能力,民族地区脱贫攻坚工作才能持久,才能为乡村振兴打下良好的基础。Ethnic minority areas and deep poverty areas are highly coupled,the products of which are the weak points of the weak links in poverty alleviation. Given the prominent spiritual and ability poverty of the poor in ethnic minority areas,we should pay more attention to cultivating the endogenous impetus of the poor and improving their ability,and combine poverty alleviation with will and wisdom fostering. Specifically,we should first foster the will of the poor in poverty alleviation. In view of the problem that some poor people in ethnic minority areas lack the aspiration to get rid of poverty,it is necessary to find out the reasons and cultivate endogenous impetus of the poor in line with local conditions. Besides,we must foster the wisdom of the poor in poverty alleviation. In view of the problem that some poor people in ethnic minority areas lack the ability to get rid of poverty,it is necessary to take targeted poverty alleviation measures from the aspects of education and so on,so as to prevent the intergenerational transmission of poverty. To sum up,only by stimulating the will of the poor to get rid of poverty and improving the wisdom of the poor to develop themselves,can the poverty alleviation work in ethnic minority areas be sustained and lay a good foundation for rural vitalization.
