高校内部权力运行制约和监督机制研究

摘　　要：历史实践证明,没有对权力运行的制约和监督,就不可能产生民主文明的社会环境,而权力一旦失去有效地制约和监督,就必然导致腐败甚至亡党亡国。在当前全社会反腐形势日益严峻的情况下,高校建立科学的权力运行制约和监督机制,就是要以约束和规范政治权力、行政权力、学术权力和民主权力为重点,牢牢牵住权力运行制约和监督的"牛鼻子",积极构筑权力运行制约和监督的自律、防范、惩戒、预警、保障机制,确保高校内部各种权力在其职责范围内规范有序运行。The historical events in the past have proved that it is impossible to create a democratic and civilized social environment without restriction and supervision on the powers.Once power was operated without effective restriction and supervision,it would inevitably lead to corruption and even breakdown of a country.Under the current anti-corruption situation all over the country,establishing scientific restriction and supervision mechanism for power operation in colleges and universities should focus on restricting and standardizing political power,administrative power,academic power as well as democratic power.With the attempt to ensure that various powers within a university are regulated and orderly operated within their scope of responsibility,the mechanism should firmly grasp the vital parts of the power restriction and supervision,and actively construct the self-discipline,prevention,punishment,precaution and guarantee mechanisms.
