深圳规划建设40年发展历程中的城市设计思维

摘　　要：作为按照规划建设起来的年轻城市,深圳的城市规划发展历程也是中国改革开放40年的缩影,大致经历了由规划体系主导、规划制度主导及规划管理主导三个主要时期。其城市设计实践也随之经历了萌芽感性、规范理性、价值回归以及品质活力四个主要阶段,这与我国城市设计的发展脉络基本一致,但具有超前性。在深圳的规划实践中,城市设计思维一直贯穿其中,形成了独特的深圳城市设计经验:①深圳的城市设计从无到有、从空间形态到人居环境系统设计,形成了完整的规划范式;②从技术理性到制度理性,建立了一套成熟的城市设计运作体系,确保规划的实施;③注重与法定规划的技术、管理传导和衔接;④强调城市空间品质、活力的塑造和精细化管理。As the young city to be built according to the plan,Shenzhen's 40-year urban planning and development process is also a microcosm of China's reform and opening up.It has gone through three main periods:planning system,institutional systems and managements.Its urban design practices have also experienced four major stages of budding sensibility,normative rationality,value return,and quality vitality.This is consistent with the development context of urban design in China,but it is advanced.In the planning practices of Shenzhen,the urban design logics always exists,forming its unique urban design experience.First,in a pioneering way,its focus has changed from space to the habitat environment,and has formed a complete urban design planning paradigm;Second,from technical rationality to institutional rationality,a set of mature urban design and operation systems has been established;Third,in terms of technology and management,urban design has been connected with the statutory planning platform;Finally,it have always emphasized the fine shaping and management of urban quality and vitality.
