摘 要:土煤禁运缘于英商福公司与当地煤业的行业竞争。福公司利用控制道清铁路运营管理权便利,强行禁运土窑煤炭,遭到豫省官民的抵制。但在袁世凯的强权影响下,中央在应对土煤禁运问题上倚重外交谈判,造成土煤禁运问题的“经久”解决。袁世凯死后,在地方权力的影响下,各方在应对福中公司禁运土煤问题上,则表现出强硬维权态度。道清铁路土煤禁运轇轕,体现了民初央地权力彼消此长和央地关系起伏跌宕的历史面相。在交涉中,道清铁路的运营问题并非各方所关注,而中央往往根据需要做出符合切身利益的决策,道清铁路作为企业的经济性功能无形被政治性功能掩盖。The private coal embargo is due to the competition between the Peking Syndicate Limited and the local coal industry.The Peking Syndicate Limited forcibly embargoed the private coal by using the convenience of controlling the operation and management power of Dao-Qing Railway,which was boycotted by the officials and people of Henan Province.Under the influence of Yuan Shikai s power,the central government relied on diplomatic negotiation,resulting in the“long”settlement of this issue.After the death of Yuan Shikai,under the influence of local power,all parties took an intransigent attitude to this issue.The changing attitude towards the private embargo on Dao-Qing Railway shows the historical face of the rise and fall of central and local powers and the ups and downs of central-local relations in the early Republic of China.In the negotiations,the operation of Dao-Qing Railway was not the concern of all parties.The central government often made decisions in accordance with its own interests.As the economic function of an enterprise,the Dao-Qing Railway is completely covered up by the political function.
