新中国70年科研事业单位工资制度的发展

摘　　要：工资制度改革是科研事业单位人事制度改革的核心内容之一。新中国成立以来,科研事业单位工资制度经历了等级工资制、结构工资制、专业技术职务等级工资制、岗位绩效工资制4个发展阶段,改革沿着搞活分配和规范秩序的主线开展,经历了由计划薪酬模式逐步向市场薪酬模式、由高度集权向适度分权的转变。但当前科研事业单位工资制度还存在着未能充分体现科研行业特点、工资水平正常调整机制缺失、单位内部考核机制尚不健全等问题。未来科研事业单位工资制度的发展应充分体现行业特点,建立工资调查比较机制,健全工资水平正常调整机制,进一步完善绩效总量核定办法,建立科学的绩效管理体系。The reform of salary system is one of the core contents of personnel system reform in scientific research institutions.Founding since then,the wage system of scientific research institutions in China has experienced four development stages of hierarchical wage system,structural wage system,professional and technical post hierarchical wage system and post performance wage system.Since the founding of the People’s Republic of China,the wage system of scientific research institutions has been carried out along the main line of invigorating distribution and standardizing order.Its development has experienced the transition from planned salary mode to market salary mode,from high centralization to moderate decentralization.However,there are still some problems in the current salary system of scientific research institutions,such as not fully reflecting the characteristics of scientific research industry,the lack of normal adjustment mechanism of salary level,and the imperfection of internal assessment mechanism.In the future,the development of the wage system of scientific research institutions should establish a wage distribution system that fully reflects the characteristics of the industry.We can establish wage surveys and comparison mechanism,improve the normal adjustment mechanism of wage level,further improve the total performance verification method,and establish a scientific performance management system.
