摘  要:河长制作为一种创新型的流域治理制度在全国范围内推广,使水环境得到有效改善,传统“九龙治水”模式的困难得到缓解,并强化了流域分包治理的格局。但现行河长制的考核不够具体,问责力度较轻,基层执法人员缺乏明确的法律保障,沿河公众参与不足,同步保护水域环境的意识较弱。建议应重点保障涉河人员的权益,合理设置机构人员,减少办公人员身兼数职、效率低下的现象;强化监督检查,严格责任考核与追究,完善长效管理机制;进一步抓好宣传引导工作,营造公众参与的良好氛围;合理配置政策工具,提高经济激励型和公众参与型政策工具的使用频率,多渠道改善治水效率,形成政府、社会、公众相互联动协同治水的水污染防控机制。The river chief system has been promoted as an innovative watershed management policy nationwide,which has improved the water environment.The difficulties of the traditional model of“Jiulong water control”have been alleviated,and the governance pattern of watershed subcontract has been strengthened.However,at present,the assessment of the river chief system is not clear.The efforts of accountability are not enough,and the legal protection for the law enforcement officers at grass-roots level is not specific.The public participation along the river is insufficient,and the awareness of protecting the water environment is weak.It is suggested that we should focus on safeguarding the rights and interests of those involved in the river,rationally set organizations and personnel,and reduce the phenomenon that the office staff has multiple posts and low efficiency.At the same time,we should strengthen supervision and inspection,enforce assessment and accountability,and perfect long-term management mechanism.We should also further improve publicity and guidance,to create a good atmosphere for public participation.Last but not Least,we should rationally allocate policy tools,increase the use frequency of policy tools of economic incentives and public participation,and improve the efficiency of water control through multiple channels,to form a prevention and control mechanism for water pollution through which the government,society and public work in coordination with each other for water control.
