摘  要:创新是建设现代化经济体系的战略支撑。三螺旋理论强调高校、政府、企业三者之间的螺旋递进,为高校创新创业教育政策提供了全新的理论视角。我国高校创新创业教育政策经历了从1.0时代到5.0时代,即从政府主导、政校合作、企业介入、三方协同到体系建构。进入新时代,尚存在政策体系不完善、创新创业教育系统不健全、企业与高校间缺乏有效联动机制等问题。建议从完善创新创业教育政策的内容制定、提高创新创业教育政策执行力、建立创新创业教育政策评估体系、健全创新创业教育政策监督机制四方面入手,推动我国高校创新创业教育新发展。Innovation is the strategic underpinning for constructing a modernized economy. The triple helix theory emphasizes the spiral progression among universities,government and enterprises,and provides a new theoretical perspective for the education policy of innovation and entrepreneurship in universities. The policy of innovation and entrepreneurship education in Chinese universities has experienced from the 1. 0 era to the 5. 0 era,that is,from government-led operation,political-school cooperation,enterprise intervention,and tripartite synergy to system construction. In the new era,there are still problems such as imperfect policy system,deficient education system for innovation and entrepreneurship as well as lack of effective mechanism linking enterprises and universities. It is suggested we improve the policy on innovation and entrepreneurship education by enhancing its implementation,establishing the related system and supervision mechanism to promote the new development of innovation and entrepreneurship education in our universities.
