兰德公司的信息保障体系建设及启示

摘　　要：[目的/意义]目前我国智库在信息保障体系上还存在不少问题,分析兰德公司信息保障体系建设的做法和特点,对我国智库的创新发展具有一定的启发和借鉴作用.[方法/过程]采用文献调研法、网络调研法和案例分析法,收集兰德公司官方网站的数据和研究报告,重点剖析其在信息资源获取渠道、信息资源积累与整合、图书情报机构支撑、信息服务团队、创新方法体系和与其他机构的协同保障等方面的做法,分析其信息保障的特点并进行评价.[结果/结论]兰德公司强调以多元化信息资源、多向信息交流和协同的信息服务为保障,我国智库在信息保障建设过程中,应注意特色信息资源数字化建设、注重信息资源的深层次开发、探索有效的数据共建共享机制、注重专家智慧的聚合、加强利用现代技术、重视与图书情报机构的协同创新等.[Puq)ose/significance]At present,there are still some problems in Chinese think tanks information support system.Analyzing the practice and characteristics of Rand Company information support system construction can provide some inspiration and reference for the think tanks development in China.[Method/process]Using literature research,network research and case study,this paper collects data and research reports from the official website of Rand Corporation.It focuses on how RAND access information resources,integration of information resources,and support of library and information agencies,information service teams,innovative methods and collaboration with other institutions.The characteristics of its information support are analyzed and evaluated.[Result/conclusion]RAND emphasizes the diversity of information resources,multi-direction of information exchange and coordination of information services.In the process of information support construction,Chinese think tanks should innovate the accumulation and integration of information resources,increase the development of information resources,explore effective data co-construction and sharing mechanisms,increase the proportion of expert wisdom,use modem technology to assist information research,and emphasize the collaborative innovation with other library and information institutions.
