摘 要:食品安全是关系民生福祉、社会稳定及国家发展的重要保障。近年来频发的食品安全事故时刻为我们敲响警钟:我国食品安全度已突破“警戒线”。监管是治理食品安全问题的“利剑”,社会公众是重要的监管力量。食品安全社会公众监管机制的运行符合公共治理、社会共治、双重失灵等理论。目前我国食品安全社会公众监管机制尚存监管信息公开制度不健全、举报奖励制度存在缺陷、消费者维权保障制度不完善、消费教育制度形同虚设等问题。对此,我国应完善食品安全监管信息公开、举报奖励、消费维权保障及消费者教育等制度,从而保障食品安全社会公众监管机制的有效运行。Food safety is an important guarantee for the welfare of the people,social stability and national development.The frequent food safety incidents in recent years have sounded the alarm for us:China’s food safety has broken through the“warning line.”Supervision is the“sword”for tackling food safety issues,and the public is an important regulatory force.The operation of the public safety supervision mechanism of food safety is in line with the theory of public governance,social co-governance,and double failure.At present,China’s food safety public supervision mechanism still has problems such as imperfect supervision information disclosure system,flaws in reporting reward system,imperfect consumer rights protection system,and consumption education system.in this regard,China should improve the system of food safety supervision information disclosure,reporting rewards,consumer rights protection and consumer education,so as to ensure the effective operation of the public safety supervision mechanism for food safety.
