普通高中经费保障的现状、问题及对策研究——基于X省214所公办普通高中的调查

摘　　要：为进一步研究和完善取消高中择校生政策以来高中教育经费的保障机制,落实国家关于普及高中阶段教育的要求,在对X省214所公办普通高中进行调研的基础上,针对公办普通高中经费保障中存在的公用经费支出水平偏低、生均补助标准和学杂费收费标准较低、经费投入不均衡、债务偿还压力较大等问题,建议通过加大高中阶段教育经费的财政投入力度;调整生均补助标准,建立稳定的增长机制;适当调整公办普通高中的收费标准;加强省级统筹,加快化解高中债务;强化对高中经费保障情况的考核与监管等措施,完善公办普通高中经费保障机制。Since cancel student selection policy,For further research to perfect high schools’safeguard mechanism of education funds,implement the national requirement for universal senior high school education,we investigated 214 public ordinary high schools and found that the overall level of financial input in the funding of public ordinary high schools is not high,the per-student subsidy and tuition standards are relatively low which compared with other provinces,and the debt of senior high schools has not been effectively resolved.Suggested that increase financial input in high school education,adjust the allowances and establish stable growth mechanism,adjust the public ordinary high school fee standards,strengthen the provincial plan as a whole to speed up the high debt,strengthen the assessment and supervision of high school funds,to improve the funding mechanism for public ordinary high schools.
