摘 要:高端人才集聚是由高端人才个体需求与区域要素相互作用,并产生集聚效应而形成的。我国高端人才主要集聚在东部地区,呈“东强-西弱”态势。与东部地区相比较,中西部地区引聚高端人才的“势差”明显,存在诸多制约因素,但也有积极有利的方面。应从国家、省市、用人单位三个层面综合施策、共同发力,着力改善环境条件,充分发挥有利因素的作用,才能逐步缓解中西部地区高端人才短缺问题。The concentration of high-level talents is formed by the interaction between individual demand of high-level talents and regional factors,and producing agglomeration effect.The high-level talents in our country are mainly concentrated in the eastern region,and present the situation of“strong in the east and weak in the west”.Comparing with the Eastern Region,the“potential difference”of gathering the high-level talents is obvious in the Central and Western Regions,there are many constraints and some advantages.We should make comprehensive efforts at three levels:national,provincial and employer,strive to improve environmental conditions and make full use of the enabling factors so that the shortage of high-level talents in the Central and Western Regions can be solved gradually.
