摘 要:本文总结了美国、德国、英国、新加坡等国推动房地产市场长期平稳健康发展的主要经验及教训,分析了我国房地产市场发展中存在的主要问题,提出建立比较完善的房地产法律体系,为房地产市场长期平稳健康发展夯实制度基础;建立多元化住房保障体系,为房地产市场长期平稳健康发展构建稳定机制;建立人地挂钩的新型城镇化发展机制,从根本上解决房地产市场中土地供需矛盾;推进房地产税费改革,建立房地产市场发展的自动稳定机制;强化住房金融监管,坚守“房住不炒”的定位。This article summarizes the major experiences and lessons of the US,Germany,the UK,Singapore and other countries to promote the long-term stable and healthy development of the real estate market in China,ana⁃lyzes the main problems in the development of the real estate market in China,and proposes to establish a relatively comprehensive real estate legal system,which is aimed at consolidating the institutional foundation for the longterm stable and healthy development of the real estate market.We should establish a diversified housing security system and build a stable mechanism for the long-term stable and healthy development of the real estate market,es⁃tablish a new development mechanism for urbanization that link human beings and land together to fundamentally re⁃solve land supply-demand contradictions in the real estate market,promote the reform of real estate taxes and fees and establish an automatic stabilization mechanism for the development of the real estate market.Besides,we should also strengthen housing financial supervision while adhere to the"housing should be used for living instead of specu⁃lation"positioning.
