全球人才流动特点和自由贸易港（区）的人才政策

摘　　要：人才要素的自由流动和有效配置是自由贸易港(区)建设的一个核心特征。分析全球高端人才跨国流动的主要方式及驱动因素,选取新加坡、中国香港、迪拜等全球典型自由贸易港及国内典型自由贸易区,总结自由贸易港(区)在人才引进、培养、使用、激励、流动等方面的主要做法和政策要点,为新时代我国自由贸易港(区)建设的人才支撑提供借鉴。建议:一是建立以产业需求为导向、与国际接轨的高层次人才认定评价机制;二是构建更加开放的引才机制,引导人才在自由贸易港(区)自由流动和有效配置;三是充分利用国内外优质教育培训资源,创新人才培育支持机制;四是运用多元化手段,完善人才激励优惠政策;五是加强工作体系保障,全面提升人才服务水平。The free flow and effective allocation of talents is a core feature of the construction of free trade port(zone).This paper analyzed the main way and and the driving factors of global international high-end talent flow,selected Singapore,China’s Hong Kong,Dubai and other typical global free trade ports and the domestic typical free trade zones,summed up the main methods and key points of policy of the free trade port(zone)in the talent introduction,training,use and motivate,flow,etc.,and provides reference for the talent support of the construction of free trade port(zone)in China in the new era.The following policy suggestions are put forward:first,establish a high-level talent identification and evaluation mechanism oriented by industrial demand and in line with international standards;second,build a more open talent recruitment mechanism to guide the free flow and effective allocation of talents in free trade ports(zones);third,make full use of high-quality education and training resources at home and abroad,and innovate the talent cultivation support mechanism;fourth,apply diversified means to improve the talent incentive and preferential policies;fifth,strengthen the work system security and improve the quality of personnel services.
