基于运营效率的纺织服装产业转型升级研究

摘　　要：为客观评价企业运营效率对产业转型升级的重要性,采用三阶段DEA模型和DEA-Malmquist指数模型对我国47家纺织服装上市公司2013—2017年的运营效率进行静态和动态分析。评价结果表明:企业所在区域经济情况、企业市场份额等环境因素对纺织服装行业运营效率有显著影响,使其纯技术效率均值被低估,综合技术效率均值和规模效率均值被高估,其中投入冗余是纺织服装行业运营效率较低的主要原因;全要素生产率受规模效率变动影响较大。建议企业加强区域间资源共享,重视规模经营,加大研发投入;政府应对重点领域关键技术给予扶持并予以落地实施,为纺织服装产业转型升级提供更加规范,适宜的制度环境和运行机制。In order to objectiveyly evaluate the operational efficiency of the industrial transformation and upgrading,a three-stage DEA model and a DEA-Malmquist index model are used to analyze,in both static and dynamic manners on the operating efficiency of 47 textile and apparel listed companies in China from 2013 to 2017.The evaluation results show that the environmental factors such as the regional economic situation of the company and the market share of the company have a significant impact on the operating efficiency of the textile and apparel industry,making its mean value of pure technical efficiency underestimated,the mean value of comprehensive technical efficiency and the mean value of scale efficiency overestimated.Investing in redundancy is the main reason for the low operating efficiency of the textile and apparel industry.Total factor productivity is greatly affected by changes in scale efficiency.It is recommended that enterprises strengthen regional resource sharing,attach importance to large-scale operations,and increase investment in research and development.The government should support and implement key technologies in major fields,and provide appropriate institutional environment and operating mechanism for the industry transformation and upgrading.
