摘　　要：监察监督作为反映监察委员会基本职能的内在要求,从规范的运行层面回应了集中统一反腐的政治逻辑。作为监督的实现方式之一,其广义监督的范畴涵盖了监察委员会业已整合的监督、调查与处置职能,性质上有别于党内执纪监督、人大权力监督及检察机关法律监督。在监察委员会广义监督职能的实现过程中,应从监督权配置的政治逻辑原点出发,严格保障监察监督各项功能实现的特定方式;应遵从监督法定、正当与公开的基本原则,防止“以调查为中心”的办案模式僭越监察权应有之边界;应从政治、社会、法治与人文功能期待上畅通监察监督权利救济渠道,以确保处于法治化轨道中的监察监督机制之形成契合国家监察体制改革的总体方向。As an inherent requirement reflecting the basic functions of the supervisory committee,supervisory supervision has responded to the political logic of centralized and unified anti-corruption from the level of standardized operation.As a way to realize supervision,its broad scope of supervision covers the integrated functions of supervision,investigation and disposal,which is different from supervision forms such as discipline supervision within the party,power supervision of the national people’s congress and legal supervision of procurator department in nature.In the process of realizing the broad supervisory function in the supervisory committee,we should start from the political logic origin set by the supervisory power,strictly guarantee the specific way to realize the various supervisory functions;we should obey the basic principles of statutory,legitimate and open supervision,preventing the“investigation-centered”case-handling mode from overstepping the due boundaries of the supervisory power;we should make the relief channels of supervisory rights from the perspectives of political,social,legal and humanistic functions open,to ensure that the perfect path of the supervisory mechanism conforms to the overall direction under the reform of the national supervisory system.
